In 1951 a group of Amateurs tackled the job of setting up reliable communications between cities in PA. Civil Defense had tried this twice before but could never make the system work. The FCC recommended 3.990 as the operating Frequency and the new General Coverage system up and running. In time 3.990 became unusable and the FCC changed to 3.955 along with the Overseas Network which is still in use today. 3.955 is in use daily in the mornings and evenings 365 days a year.
